” PENDIDIKAN GLOBAL DAN HUMANITARIAN ISSUES”. Oleh Drs. M. Habib Chirzin*) . I- Mukaddimah Dipenghujung Abad XXI masyarakat dunia dihadapkan kepada tantangan-tantangan baru dan juga peluang-peluang baru, yang sebagiannya belum pernah terjadi sebelumnya. Abad XXI adalah abad peralihan dalam sejarah peradaban dunia dan sejarah kemanusiaan yang mengharuskan segenap bangsa-bangsa di dunia untuk menyusun kembali tatanan dunianya yang lebih adil, sejahtera, damai dan lestari. Suatu tatanan dunia yang lebih manusiawi dan lebih bertanggung jawab, yang mengacu kepada nilai-nilai transendental yang bersumber kepada ajaran-ajaran Ilahi. Abad XXI disebut oleh para futurolog, sebagai “Abad Kebangkitan Agama-agama”. Misalnya, Dr. Daniel Bell, penulis buku yang terkenal pada tahun 1970-an yang bertajuk “The End of Ideology”, menyebut Abad XXI sebagai “Abad Kembalinya yang Suci” (the return of the Sacred ) demikian pula DR. Harvey Cox, penulis buku “The Secular City”, menyebut Abad XXI sebagai “Abad kembalinya Agama-agama”, setelah sepanjang Abad XX kota-kota di dunia telah tersekularisasikan (“The Religion return to the Secular City”). Menghadapi perubahan-perubahan besar yang sangat berpengaruh terhadap kehidupan bersama umat manusia ini, dunia pendidikan memperoleh panggilannya yang baru, untuk lebih lebih memenuhkan kemanusiaan manusia, sebagai “khalifatullah” yang bertugas untuk melakukan “imaratul ardli” dan “ishlahul ardli”. Dunia pendidikan, sebagai salah satu lembaga yang paling bertanggung jawab untuk mengembangkan kualitas sumberdaya manusia, dituntut untuk terus mengembangkan wawasan maupun kompetensi tehnisnya, bahkan untuk terus melakukan “tajdid”, untuk menyahuti tantangan dunia modern yang telah menjadi desa global (global village) dan menjadi masyarakat yang tanpa batas (borderless society). Panggilan tersebut lebih nyaring lagi terdengar di dunia Islam. Di dalam bukunya yang bertajuk “Reformasi Pendidikan dalam Menghadapi Cabaran 2020”, Datuk DR. Wan Mohd. Zahid Mohd. Noordin, mengemukakan bahwa dekade-dekade yang akan datang mebawa perubahan yang amat besar dalam senario dunia. Naisbitt dalam “Megatrends”, Kenichi Ohmae dalam “Borderless World”, Toffler dalam “The Adaptive Corporation”, Husen dalam “Talent Equality and Meritocracy”, dan Reich dalam “The Next American Frontiers”, telah mebayangkan imbasan-imbasan dunia sebagai “global village”. Untuk itu Noordin mengemukakan bahwa bagi menuju tahap negara maju dan mampu menghadapi cabaran era pasca industri, negara perlu menggembleng sumber manusia, yaitu sumber yang paling penting (Noordin, 1994), sebagaimana yang dinyatakan oleh Harbison (1973) dalam “Human Resources as Wealth of Nations” ” ” Human resources are the ultimate basis of wealth of nations. From this perspective, the goals of development are the maximum utilization of human beings in productive activity and the fullest possible development of skills, knowledge, and capabilities of labour force” Sebenarnya proses reformasi pendidikan di Dunia Islam itu telah, sedang dan masih terus berlangsung, semenjak terjadinya proses dekolonisasi di negara-nagara tersebut. Bahkan semenjak masa lahirnya pergerakan-pergerakan kemerdekaan di negara-negara Asia dan Afrika pada awal abad lalu. Dan sebagai hasilnya adalah tercapainya kemerdekaan di negara-negara Islam tersebut dan juga terlaksananya pembangunan sosial, ekonomi dan budaya serta pengembangan Iptek dan kemajuan industrinya, semenjak dua dekade terakhir. Namun reformasi pendidikan di dalam era globalisasi ini nampaknya mengambil bentuk-bentuk yang lebih substansial dan fundamental sifatnya. Hal tersebut misalnya tercermin di dalam “Arab Regional Conference on Higher Education” yang diselenggarakan oleh UNESCO di Beirut, 2-5 Maret 1998 yang bertajuk “What Higher Education for Arab States at the Dawn of the XXIst Century ?”. Sebuah judul yang cukup menantang. Di dalam pengantarnya misalnya disebutkan, di ambang fajar abad xxi, pendidikan tinggi di dunia Arab dihadapkan kepada berbagai tantangan. Sebagian besar dari tantangan tersebut sangat berhubungan dengan aspek-aspek struktural dari masyarakat beserta sistem politik, ekonomi, budaya dan pendidikannya. Di antara tantangan-tantangan tersebut secara khusus berhubungan dengan aspek-aspek berikut ini : 1- Masih sedikitnya upaya yang dilakukan untuk mendiversifikasi sistem pendidikan, program dan metoda pengajaran, yang menghasilkan ketidak sepadanan antara pendidikan tinggi dengan kebutuhan pembangunan, 2- Kurangnya mekanisme “quality control” yang mengakibatkan tidak dapatnya dilakukan diagnosis yang tepat dari kekurangan-kekurangan berikut penyebabnya, maupun untuk melakukan perencanaan reformasi program pendidikan dan kurikulum yang berbasis pada pengetahuan ilmiyah yang solid. 3- Pendidikan tinggi yang sebenarnya diharapkan untuk menjadi perintis bagi kemajuan, malah sebaliknya dengan susah payah mengikuti perubahan-perubahan dunia yang disebabkan oleh proses globalisasi dalam ekonomi, komunikasi dan jasa. 4- Di dalam beberapa kasus, lembaga-lembaga pendidikan tinggu masih jauh dari implikasinya yang langsung terhadap masalah sosial di kawasannya, seperti masalah pertumbuhan kependudukan, pembangunan wilayah, kerusakan lingkungan hidup, status wanita, demokrasi dan hak-hak asasi manusia dan sebagainya. (UNESCO, “Preliminary Program : Arab Regional Conference on Higher Education”, Beirut, 1998) II- Kekuatan-kekuatan Perubah Sejarah. Untuk memberikan gambaran latar belakang tentang perlunya reformasi pendidikan di dunia Islam, akan dicoba dikemukakan suatu kontekstualisasi dari permasalahan yang dihadapi oleh masyarakat kita saat ini. Oleh karena pentingnya perubahan masyarakat dan kemanusiaan yang terjadi pada peralihan abad ini, yang akan mempengaruhi masa depan kemanusiaan, dan bahkan planet bumi di mana manusia menumpang, maka PBB membentuk suatu komisi independen tentang “Masalah Kemanusiaan Internasional”. Komisi ini dipimpin oleh Pangeran Hassan bin Talal dari Kerajaan Hasyimiah Jordan, dan Pangeran Sadrudin Aga Khan dari Iran. Di dalam laporan yang bertajuk “Memenangkan Umat Manusia ?” tersebut, dinyatakan bahwa umat manusia saat ini “terlibat dalam suatu perlombaan melawan waktu”. Selanjutnya ditegaskan bahwa “bukan hanya kualitas hidup manusia itu saja yang tengah terancam, tetapi kehidupan itu sendiri berada di dalam ancaman”. Di dalam salah satu babnya, yang memilik relevansi dengan tema kajian tentang Reformasi Pendidikan di Dunia Islam Menghadapi Abad XXI ini adalah, yang bertajuk “Kekuatan-kekuatan Perubahan”. Di dalam bab tersebut, dikemukakan bahwa di antara kekuatan-kekuatan perubahan yang terjadi didunia pada saat ini antara lain : 1- Bangsa-bangsa baru, 2- Gerakan Masyarakat, 3- Kebangkitan Wanita , 4- Gerakan Pemuda, 5- Teknologi Modern, 6- Perusahaan Transnasional dalam Ekonomi Global, 7- Kekuatan Media. 1- Bangsa-bangsa Baru Semenjak berakhirnya Perang Dunia yang lalu, salah satu faktor dinamis dalam masyarakat dunia adalah munculnya lebih dari seratus bangsa-bangsa baru, sebagai hasil dari proses dekolonisasi. Bangsa-bangsa ini telah membentuk berbagai organisasi, termasuk “Gerakan Non Blok”, untuk memperjuangkan tujuan dan kepentinganya bersama. Mereka telah berhasil di dalam mengangkat berbagai permasalahan yang berhubungan dengan Dunia Ketiga, tetapi keberhasilan mereka untuk memperjuangkannya pada konteks global masih sangat terbatas. Kerjasama antara negara-negara Selatan dan Utara menjadi agenda baru yang terus menghangat. Baik dari segi sosial, politik, ekonomi maupun kebudayaan. Termasuk “kemitraan dalam pengembangan sumber daya manusia” antara Selatan dan Utara, sebagaimana yang diselenggarakan konperensinya oleh CIDES-ICMI beberapa waktu yang lalu. Nasionalisme telah menjadi kekuatan dinamik dalam beberapa negara baru di Dunia Ketiga. Namun juga telah menjadi penyebab konflik baru. Beberapa konflik yang terjadi di Dunia Ketiga disebabkan oleh adanya perbatasan-perbatasan yang dibuat oleh para bekas penjajah yang memecah kelompok-kelompok etnik. Pada saat yang sama, kekuasaan negara kebangsaan (nations state) telah meningkat secara besar-besaran dalam hubungannya dengan pribadi-pribadi warga negara. Situasi ini sering telah menyebabkan pelanggaran terhadap hak-hak sipil, hak-hak politik, hak ekonomi dan budaya serta hak pembangunan (the rights to development) masyarakat. Penyeimbangan antara negara dan masyarakat sipil merupakan suatu proses yang dinamis. 2- Gerakan Masyarakat. Akhir-akhir ini semakin berkembang berbagai bentuk gerakan kemasyarakatan yang didorong oleh kepedulian yang mendalam terhadap berbagai issue yang dihadapi oleh masyarakat modern. Baik di negara maju maupun negara berkembang muncul gerakan kemasyarakatan di bidang lingkungan hidup, perlindungan konsumen, gerakan perdamaian, anti film dan mainan kekerasan, hak asasi manusia, perlindungan buruh anak-anak, wisata budaya sampai kepada gerakan kali bersih. Sebenarnya gerakan masyarakat ini bukan merupakan suatu hal yang baru, tetapi pilihan isu dan cara kerja mereka menampilkan diri sebagai lembaga yang profesional yang mempunyai dampak sosial dan politik yang luas. Lebih dari itu gerakan masyarakat ini telah menjadi suatu jaringan internasional. Sehingga mempunyai daya tekan dan advokasi yang kuat. Bahkan telah banyak turut memberikan warna di dalam konperensi-konperensi internasional yang dilakukan oleh badan-badan dunia dan PBB. Serta mempengaruhi hasil-hasilnya. Misalnya pada setiap tahun, menjelang Sidang Umum PBB pada bulan September, di Markas Besar PBB diselenggarakan “Global Forum” yang diikuti oleh lembaga-lembaga swadaya masyarakat dari seluruh dunia, untuk memberi masukan kepada SU PBB. Demikian pula pada setiap konperensi tahunan direktur Bank Dunia, diselenggarakan “Global Forum” yang merupakan paralel meeting oleh lembaga-lembaga swadaya masyarakat yang peduli terhadap permasalahan yang berhubungan dengan kegiatan Bank Dunia dan IMF. Demikian pula dengan berbagai konperensi PBB, sebagaimana yang terjadi di Kairo, dalam Konperensi Dunia untuk Kependudukan dan Pembangunan pada awal September 1994. Hal yang sama juga tercermin dalam “World Summit on Social Organization” dan Konperensi Dunia PBB untuk Wanita di Beijing 1995 . 3- Kebangkitan Wanita Pada saat ini wanita merupakan salah satu kekuatan besar dalam percaturan dunia. Pada tahun 1975 sd. 1985 dalam rangka memberikan pengakuan dan dukungan terhadap upaya internasional untuk meningkatkan mutu kehidupan serta peran wanita di dalam pembangunan, PBB telah menjadikannya sebagai “Dasa Warsa Wanita”. Dan setelah pertemuan dunia di Nairobi pada tahun 1985, dilanjutkan dengan “Dasa Warsa II Wanita”, dengan Konperensi Dunia PBB tentang Wanita di Beijing pada bulan September 1995. Munculnya lembaga-lembaga pengkajian tentang masalah wanita dan organisasi-organisasi wanita semakin memperkuat gerakan wanita, baik dari segi landasan pemikiran maupun program aksinya. Demikian pula berkembangnya berbagai jaringan kerja organisasi wanita, baik pada tingkat nasional, regional maupun global. Dengan berbagai bidang garap dan wilayah kerjanya. Bahkan di berbagai negara telah dibentuk Kementrian Peningkatan Peran Wanita. 4- Gerakan Pemuda Semenjak tahun 50-an “Budaya Kawula Muda” memperoleh momentumnya di negara-negara industri dan kemudian telah menyebar ke seluruh penjuru dunia. Dalam proses waktu perkembangan “kawula muda” ini telah memberikan dampaknya jauh ke luar lingkungan para kawula muda sendiri. Dengan jumlahnya yang terus bertambah, pemuda akan merupakan faktor perubah masyarakat yang penting. Di negara-negara maju, pemuda telah mempunyai kekuatan yang diperhitungkan dalam daya belinya, yang mempengaruhi arah kegiatan ekonomi. Di bidang hiburan, khususnya dalam bidang radio, televisi, musik populer, pembuatan film dan fashion, pemuda merupakan kekuatan yang merubah selera dan pasar. Budaya kawula muda dengan cepat menjalar ke seluruh pelosok dunia. Dan kekuatan ini pada gilirannya akan terartikulasikan dan teragregasikan dalam kehidupan dan struktur sosial, ekonomi, budaya dan politik di masa depan. Di Indonesia sendiri semakin terasa bukan saja kawula muda diperbutkan oleh para pengusaha mode pakaian dan salon, tetapi juga oleh partai-partai politik yang berkontes dalam Pemilihan Umum. 5- Teknologi Modern Penemuan dan perkembangan teknologi telah merupakan sarana vital dalam pertumbuhan ekonomi dan peningkatan produktivitas sumber daya manusia, modal dan alam. Meskipun demikian, hubungan antara teknologi dan pertumbuhan ekonomi merupakan persoalan yang sangat kompleks. Kemajuan teknologi tidak mesti selalu memberi implikasi pada perkembangan ilmu pengetahuan maupun pertumbuhan ekonomi. Penemuan teknologi adalah alat yang tergantung kepada bagaimana pemakaiannya. Ia dapat menjadi alat yang memperlebar jurang perbedaan antara negara makmur dengan negara miskin. Dan pada saat yang sama dapat menciptakan kelestarian lingkungan dan sumber daya alam, atau merusaknya. Perkembangan ilmu dan teknologi mengandung pada dirinya permasalahan kemanusiaan. Dari padanya tergantung hasil yang akan menentukan berkurang atau bertambahnya kesejahteraan maupun kesengsaraan umat manusia. Manusia diberi kemampuan kreatif potensial yang hanya dapat tumbuh dan berkembang dalam konteks budaya, sosial dan ekonomi tertentu. Oleh karena itu kemanusiaan tidak hanya bertujuan untuk membatasi akibat buruk yang berbahaya dari teknologi dan mengarahkan kembali manfaat dari penemuan tersebut bagi masyarakat yang sangat memerlukan, dilingkungan masyarakat miskin, tetapi juga bertujuan untuk mengatasi berbagai hambatan bagi kreativitas dengan melipat gandakan sumber-sumber penemuan dalam semua konteks, masyarakat dan budaya. Potensi kemajuan teknologi modern untuk memberikan sumbangannya bagi memenuhi kebutuhan dasar umat manusia di seluruh dunia hendaknya terus dikembangkan sepenuhnya. Pendekatan yang lebih manusiawi terhadap ilmu dan teknologi menuntut prioritas yang lebih besar bagi produk dan jasa untuk memenuhi kebutuhan masyarakat miskin. Masaalah yang dihadapi oleh masyarakat sekarang adalah besarnya perbedaan penguasaan teknologi antara negara-negara maju dan kaya dengan negara-negara terbelakang dan miskin, dengan berbagai implikasi sosial, ekonomi, budaya dan politiknya. 6- Perusahaan Transnasional dalam Ekonomi Global Perusahaan transnasional beroperasi di dalam wilayah yang mereka definisikan sendiri, baik di dalam negara maupun antar bangsa. Meskipun ia merupakan perusahaan swasta dan beroperasi untuk keuntungan pribadi, namun tidak jarang mereka memiliki tingkat organisasi yang tinggi, sebagaimana tingkat akses yang tinggi atas teknologi yang canggih dan sumber model yang masif sebagaimana yang dimiliki oleh negara. Mereka telah memiliki jaringan internasional, yang masing-masing mungkin memiliki kekuatan ekonomi yang substansial di negara masing-masing. Dan tidak jarang di negara-negara sedang berkembang, dimana mereka berlokasi. Dalam kenyataannya beberapa perusahaan transnasional mempunyai “turn over” yang melebihi anggaran belanja suatu negara, bahkan kadang-kadang melebihi GNP suatu negara kecil. Dari pandangan kemanusiaan, kekuatan ini memberikan potensi bagi perusahaan transnasional tersebut untuk memberikan sumbangan bagi kesejahteraan masyarakat maupun penyebab penderitaan mereka. 7- Kekuatan Media Semakin meningkatnya pengaruh media, -baik yang berupa media cetak, media dengar dan media dengar dan pandang-, merupakan gambaran dari masyarakat global saat ini. Semua itu telah berkembang secara dramatis dengan pengenalan teknologi baru untuk komunikasi, reproduksi, transmisi dan disseminasi informasi. Sebagian besar dari agen penyiaran yang mengumpulkan dan menyiarkan berita melintas benua ini dimiliki oleh negara-negara Barat. Kenyataan dominasi oleh Barat ini telah diperkuat dengan berkembangnya siaran televisi dan film, dengan persyaratannya yang berupa modal dalam bentuk fasilitas produksi, alat transmisi maupun keahlian. Satelit-satelit komunikasi yang sangat instrumental dalam peningkatan kohesi dari “Desa Electronic Global”, dan memegang potensi yang sangat besar bagi masa depan, yang juga membawa kenyataan era baru yang berupa arus informasi lintas batas bangsa dan negara. Televisi lewat satelit dapat menyebarkan pengetahuan dari berbagai kebudayaan. Tetapi juga meletakkan budaya negara-negara yang lebih kecil, lebih miskin dan lebih lebih di dalam bahaya. III- Pendidikan Global untuk Masa Depan Bersama Dalam skema Reformasi Pendidikan di Dunia Islam dalam menghadapi Abad XXI ini, perlu diintroduksi sebuah perkembangan yang telah berlangsung di beberapa negara, semenjak dasa warsa yang lalu, yaitu tentang Pendidikan Global (Global Education), dalam rangka mempersiapkan masyarakat kita sebagai warga dunia yang sadar dan bertanggung jawab.Pendidikan untuk saling pengertian dan kerjasama antar bangsa dan antar budaya ini, semenjak dasa warsa yang lalu mendapat perhatian dari para pendidik dan perumus kebijakan dalam dunia pendidikan di dunia. Di dalam Konperensi Tingkat Tinggi Sembilan Negara Berkembang Berpenduduk terbesar di Dunia, tentang “Pendidikan Untuk Semua” (Education for All), yang diselenggarakan di New Delhi, India, pada bulan Desember 1993, telah dilahirkan sebuah komitmen bersama terhadap pengembangan sumber daya manusia, dengan menghormati keaneka ragaman kebudayaan. Di dalam “The Delhi Declaration” yang ditanda tangani oleh Presiden Suharto beserta pemimpin delapan negara lainnya, pada tanggal 16 Desember 1993, dinyatakan bahwa, “Pendidikan merupakan jalan utama bagi peningkatan nilai-nilai kemanusiaan universal, kualitas sumber daya manusia, dan penghormatan terhadap keaneragaman budaya” (butir 2.1). Selanjutnya di dalam butir 2.4. dinyatakan bahwa : “Muatan dan metoda pendidikan harus dikembangkan untuk melayani kebutuhan pendidikan dasar dari pribadi dan anggota masyarakat, untuk memberdayakan mereka agar dapat mengatasi masalah yang sangat mendesak yang berupa,- pemberantasan kemiskinan, peningkatan produktivitas, peningkatan taraf hidup, dan pemeliharaan lingkungan hidup-, dan untuk menjadikan mereka mampu memainkan peran mereka secara benar dalam membangun masyarakat yang demokratis dan memperkaya warisan budaya”. Komitmen tentang Pendidikan untuk Semua (Education for All) tersebut mengisayaratkan perlunya dikembangkan pendidikan yang mengembangkan keharmonian sosial, penghormatan budaya serta pemeliharaan lingkungan hidup; baik di tingkat lokal, nasional maupun global. Oleh karena itu Pendidikan Global, yang pada saat ini tengah di kembangkan di berbagai negara dan masyarakat, juga menjadi komitmen dari negara-negara yang menanda tangani “Deklarasi New Delhi” tersebut, termasuk Indonesia. Di dalam masyarakat yang semakin bergantung satu sama lain, baik secara sosial, ekonomi, politik maupun ekologis, di dalam era globalisasi ini, semakin dituntut saling pengertian dan kerjasama antar bangsa dan antar budaya. UNESCO (United Nations Educational, Scientific and Cultural Organization) sebagai sebuah badan internasional di dalam bidang pendidikan, kebudayaan dan ilmu pengetahuan, sudah sejak lama menjadikan Pendidikan Global ini sebagai salah satu kepeduliannya. Kepedulian tersebut antara lain tertuang di dalam rekomendasinya tentang “Pendidikan untuk saling Pengertian Internasional, Kerjasama dan Perdamaian” (“Recommendation Concerning Education for International Understanding, Cooperation and Peace”), yang ditetapkan dalam Sidang Umumnya di Paris, tanggal 19 Nopember 1974. Di dalam “guiding principles”nya, rekomendasi UNESCO tersebut menyatakan bahwa, “Pendidikan hendaknya diarahkan kepada pengembangan manusia seutuhnya. Ia juga harus meningkatkan saling pengertian, toleransi dan persahabatan antara semua bangsa, kelompok suku dan agama, dan hendaknya mengembangkan lebih lanjut kegiatan PBB bagi pemeliharaan perdamaian”. Untuk itu maka, perlu dikembangkan Pendidikan Global yang mengambil kebijakan sebagai berikut : 1- Mengembangkan dimensi internasional dan perspektif global dalam pendidikan pada semua peringkat dan dalam semua bentuk; 2- Pengertian dan penghormatan terhadap semua umat manusia, budaya mereka, peradaban, nilai dan jalan hidup, termasuk budaya etnik setempat dari bangsa-bangsa lain. 3- Kesadaran tentang peningkatan saling ketergantungan global, antar masyarakat dan bangsa. 4- Kemampuan untuk berkomunikasi dengan bangsa-bangsa lain. 5- Kesadaran bahwa tidak hanya hak, tetapi juga kewajiban yang harus dipenuhi oleh setiap pribadi, kelompok masyarakat dan bangsa-bangsa antara satu dengan lainnya. 6- Pengertian terhadap perlunya solidaritas dan kerjasama internasional. 7- Kesiapan setiap pribadi untuk berperanserta dalam memecahkan masalah masyarakatnya, negaranya dan dunia yang luas. Dengan memadukan antara proses belajar, pelatihan, informasi dan program aksi, maka Pendidikan Global ini hendaknya mendorong lebih lanjut secara tepat perkembangan intelektual dan emosional setiap pribadi. Pendidikan Global harus mampu mengembangkan kesetiakawanan sosial terhadap mereka yang kurang beruntung. Ia juga harus membantu pengembangan kualitas, penghargaan, sikap dan kemampuan yang membuat pribadi-pribadi mampu untuk mengembangkan pengertian kritis terhadap masalah-masalah dalam peringkat nasional dan internasional; untuk memahami dan menjelaskan fakta-fakta, pendapat dan gagasan; untuk mampu bekerja dalam kelompok, untuk menerima dan mengambil bagian di dalam diskusi yang bebas; untuk mentaati peraturan-peraturan dasar dari prosedur yang berlaku pada setiap diskusi, dan untuk mendasarkan penilaian dan pengambialn keputusan atas analisis yang rasional terhadap fakta-fakta dan faktor-faktor yang relevan. Pada tahun 1995, setelah dua puluh satu tahun, rekomendasi UNESCO tersebut masih relevan bagi pengembangan Pendidikan Global. Rekomendasi tersebut bahkan dikukuhkan kembali di dalam Konperensi Internasional tentang Pendidikan oleh UNESCO, di Jenewa, pada bulan Oktober 1994. Dalam salah satu keputusannya tertuang di dalam dokumentasi UNESCO, Integrated framework of Action on Education for Peace, Human Rights and Democracy, Geneva, October 1994, P2, dinyatakan bahwa : 1- Pendidikan hendaknya mengembangkan kemampuan untuk mengakui dan menerima nilai-nilai yang ada di dalam kebhinekaan pribadi, jenis kelamin, masyarakat dan budaya serta mengembangkan kemampuan untuk berkomunikas, berbagi dan bekerjasama dengan yang lain. 2- Pendidikan hendaknya meneguhkan jati diri dan mendorong konvergensi gagasan dan penyelesaian-penyelesaian yang memperkokoh perdamaian, persaudaraan dan solidaritas antara pribadi-pribadi dan masyarakat. 3- Pendididkan hendaknya mengembangkan kemampuan penyelesaian konflik secara damai dan tanpa kekerasan. Oleh karena itu maka pendidikan hendaknya juga meningkatkan pengembangan kedamaian dalam diri dan pikiran peserta didik, sehingga dengan demikian mereka mampu membangun secara lebih kokoh kualitas toleransi, kesabaran, kemauan untuk berbagi dan memelihara. 4- Pendidikan hendaknya menanamkan perasaan solidaritas dan kesamaan pada peringkat nasional dan internasional, dalam perspektif pembangunan yang seimbang dan lestari. Menurut Rene Romero, seorang guru besar pendidikan di Philippine Normal College, yang juga direktur Dewan Pendidikan Global Pilipina, setidaknya ada enam kepedulian para pendidik dunia, agar dapat memberikan sumbangannya bagi penciptaan dunia yang lebih maju, sejahtera, adil, damai dan lestari. Untuk itu pendidikan harus dilakukan untuk masa depan dan dari perspektif global; yang berarti mendidik untuk nilai-nilai dasar kemanusiaan; mendidik untuk kelangsungan hidup dan kesejahteraan umat manusia. Enam wilayah kepedulian (area of concern) Pendidikan Global tersebut adalah : a- Pendidikan bagi masa depan. b- Wawasan global dalam pendidikan. c- Pendidikan untuk kelangsungan hidup dan kesejahteraan umat manusia. d- Pendidikan bagi nilai-nilai dasar kemanusiaan. e- Pendidikan bagi kewarganegaraan yang lebih tinggi. f- Pendidikan untuk peradaban kemanusiaan yang adil, damai dan sustainable. Seorang tokoh Pendidikan Global dari Kanada, Paulette Vigeant, direktur Pusat Pendidikan Antar Budaya dan Saling Pengertian Internasional, Kanada, menyatakan bahwa, Pendidikan Global ini lebih merupakan suatu perspektif di dalam pelaksanaan pendidikan. Di dalam makalahnya yang bertajuk “Interdependence : A Key Concept in Global Education Toward a Culture of Peace”, Mei 1995, ia mengemukakan bahwa, Pendidikan Global adalah merupakan suatu perspektif, dan bukan subyek, yang mendasari dan membentuk proses belajar dan mengajar di sekolah. Melalui Pendidikan Global tersebut, para peserta didik akan mengembangkan pemahaman kritis terhadap isu-isu global, serta kecakapan-kecakapan yang menjadikan mereka mampu mengatasinya. Dan lewat Pendidikan Global ini mereka mengembangkan nilai-nilai yang memberikan prioritas terhadap kelestarian lingkungan, saling ketergantungan global, keadilan sosial untuk semua warga dunia, perdamaian, hak asasi manusia, proses ekonomi yang menguntungkan semua penduduk dunia secara global, pengembangan sosial dan budaya. Dan lewat Pendidikan Global ini para peserta didik diberi kemampuan untuk mengembangkan kemauan dan kemampuannya untuk bertindak secara dewasa, menjadi warga dunia yang bertanggung jawab dengan komitmen untuk menciptakan masa depan yang positif bagi diri mereka, masyarakat dan dunia. Dalam pengertian tersebut, maka Pendidikan Global sebenarnya merupakan perkembangan lebih lanjut dari Pendidikan Pembangunan (Development Education), Pendidikan Lingkungan (Environmental Education), Pendidikan Perdamaian (Peace Education) dan Pendidikan Hak Asasi Manusia (Human Rights Education) yang selama ini telah dikembangkan. Untuk di sekolah-sekolah maupun dalam masyarakat Indonesia, Pendidikan Global ini dapat diintegrasikan ke dalam mata pelajaran-mata pelajaran yang relevan. Dan sekaligus menyemangati proses belajar dan mengajar. Pada saat ini di dunia pendidikan telah berkembang apa yang disebut “Global Core Curriculum”. Pendidikan Global dengan “Global Core Curriculum”nya ini, antara lain dirintis oleh DR. Robert Muller, seorang tokoh Internasional yang telah berpengalaman beberapa kali menjadi penasehat beberapa orang Sek. Jen. PBB. Dan sekarang menjabat sebagai Rektor Universitas Perdamaian PBB di Costa Rica. Pada saat ini telah dikembangkan lembaga kerjasama Pendidikan Global yang bernama Global Education Associates, yang berpusat di New York, yang telah berkali-kali menyelenggarakan ko perensi internasional tentang Pendidikan Global. Dan pada bulan Juli 1994, telah dilakukan penganugerahan “Hadiah Pendidikan Global Internasional ” di New York, yang juga dihadiri oleh DR. Robert Muller, tokoh penggagas Pendidikan Global tersebut. Nampaknya menghadapi proses globalisasi ini , Pendidikan Global perlu dikembangkan di taman pendidikan di Indonesia, yang diharapkan mampu mempersiapkan generasi muda untuk masa depan mereka yang lebih baik, dalam memasuki Abad XXI. Dan dapat mengembangkan wawasan dan sikap hidup, yang lebih memadai dengan peran dan tanggung jawab, sebagai warga negara Indonesia dan warga dunia yang baik. Demikian uraian singkat tentang Pendidikan Global, yang diharapkan mengundang diskusi lebih lanjut bagi pengembangannya di lembaga-lembaga pendidikan di tanah air kita. Untuk meningkatkan upaya mempersiapkan generasi muda untuk masa depan mereka yang lebih baik, dalam memasuki Abad XXI. Dan dapat mengembangkan wawasan dan sikap hidup, yang lebih memadai dengan peran dan tanggung jawab bersama, sebagai warga negara Indonesia dan warga dunia yang baik. Berbagai lembaga pendidikan dan lembaga swadaya masyarakat dengan potensi dan ciri khasnya masing-masing diharapkan dapat mengambil inisiatif di dalam pengembangan pendidikan global tersebut dengan mengintegrasikannya di dalam di dalam proses pendidikan dan program pembangunan yang dilaksanakannya. Dengan uraian singkat tentang Pendidikan Global tersebut direkomendasikan : 1- Dikembangkan kajian-kajian masalah masa depan (futures studies) di kalangan lembaga-lembaga pengkajian dan pendidikan. 2- Dikembangkan Pendidikan Global (Global Education) di berbagai peringkat pendidikan, dengan mengintegrasikannya di dalam seluruh proses pendidikan. 3- Dibentuk jaringan kerja nasional Pendidikan Global untuk mengembangkan wawasan, muatan dan metodanya. 4- Agar lembaga-lembaga pendidikan di Indonesia mengambil bagian secara aktif dalam diskursus tentang Pendidikan Global dalam forum regional dan internasional. THE RIGHTS TO PEACE AND DEVELOPMENT : AVENUES TOWARDS COOPERATION. Drs. M. Habib Chirzin I- Peace and The Universality of Human Rights The international community will celebrate the 60th anniversary of the Universal Declaration of Human Rights in the end of this year, December 10, 2008. The United Nations, learning lessons from the devastation of war, placed unprecedented importance in human rights. Article 1 of the organization’s Charter states that one of the purposes of the United Nations is “to achieve international cooperation in … promoting and encouraging respect for human rights and for fundamental freedoms for all without distinction as to race, sex, language, or religion”. In December 1948, the General Assembly adopted the Universal Declaration of Human Rights by 48 votes to none with 8 abstentions, giving a substance to the concept of human rights mentioned in the Charter. Until the present, the Universal Declaration of Human Rights has been considered and generally accepted as the manifestation of common standards for all governments and individuals. The Declaration is of a universal nature. Dato’ Param Cumaraswamy, in his paper “The Universal Declaration of Human Rights : Is it Universal?” noted that during the past 60 years, the international community has witnessed the gradual, but steady advancement in the direction of the universality and indivisibility of human rights. 1- this development is seen in the increasing awareness, with a universal dimension, that human rights must be respected and protected whichever nationality one may have, wherever one may live, and whatever status one may hold. This is awareness of the universal nature of human rights. It has now been made clear that human rights are matters of legitimate concern of the international community. 2- this advancement has been taking place in the form of codification, namely drafting and adopting various international human rights instruments. At present a large number of international human rights instruments embodies the common understanding of human rights by the international community. 3- and this is the most recent and most difficult aspect, the advancement has been seen in the establishment of international machinery to monitor human rights situations in various parts of the world and to ensure that human rights are protected as stipulated in the international instruments. (Dias, Clarence J and M Abdus Sabur, 2003, P 65 – 77) It must be noted, however, that even though the majority of the current member States of the United Nations did not participate in the drafting and adoption of the Universal Declaration, many of those new States subsequently joined in the codification process, confirming the universal concept of human rights put forward by the Universal Declaration. Indeed, the relativist positions were inconsistent and confusing in the sense that they accepted, on the one hand, universal human rights in general terms, and, on the other hand, emphasized the legitimacy of a different understanding and practice of human rights arising from different historical, cultural and religious traditions. Many Asian NGOs, intellectuals, ethnic and cultural minorities, which met in Bangkok at the same time as the Asian States met, issued the NGO Bangkok Declaration (UN document A/CONF.157/PC/83 [see below at p. 478]) which presented a clear contrast to the relativism of human rights asserted by Asian Governments. Asian NGOs upheld the universality of human rights and argued that cultural and religious traditions did not constitute an obstacle to the realization of international human rights norms. (Ibid) The World Conference on Human Rights, held in Vienna in June 1993, was the first global conference to review the subject of human rights in the contemporary world since the Teheran Conference of 1968. 171 Member States participated. They adopted, by consensus, the Vienna Declaration and Programme of Action [see 14 HRLJ 352 (1993)]. The Vienna Declaration and Programme of Action is the outcome of intensive diplomatic negotiations. Its final text shows traces of political compromise. However, the Declaration did not leave any doubt or ambiguity about the universality of human rights. This is proven by the following paragraphs of the Declaration: “Reaffirming their commitment to the purposes and principles contained in the Charter of the United Nations and the Universal Declaration of Human Rights” “Reaffirming the commitment contained in Article 56 of the Charter of the United Nations to take joint and separate action, placing proper emphasis on developing effective international cooperation for the realization of the purposes set out in Article 55, including universal respect for, and observance of, human rights and fundamental freedoms for all, …” “Emphasizing that the Universal declaration of Human Rights, which constitutes a common standard of achievement for all peoples and all nations, is the source of inspiration and has been the basis for the United Nations in making advances in standard setting as contained in the existing international human rights instruments, in particular the International Covenant on Civil and Political Rights and the International Covenant on Economic, social and Cultural Rights”, “1. The World Conference on Human Rights reaffirms the solemn commitment of all states to fulfill their obligations to promote universal respect for, and observance and protection of all human rights and fundamental freedoms for all in accordance with the Charter of the United Nations, other instruments relating to human rights, and international law. The universal nature of these rights and freedoms is beyond question”. “5. All human rights are universal, indivisible and interdependent and interrelated. The international community must treat human rights globally in a fair and equal manner, on the same footing, and with the same emphasis. While the significance of national and regional particularities and various historical, cultural and religious backgrounds must be borne in mind, it is the duty of States, regardless of their political, economic and cultural systems, to promote and protect all human rights and fundamental freedoms.” “32. The World Conference on Human Rights reaffirms the importance of ensuring the universality objective and non-selectivity of the consideration of human rights issues”. “11(4). The World Conference on Human Rights strongly recommends that a concerted effort be made to encourage and facilitate the ratification of and accession or succession to international human rights treaties and protocols adopted within the framework of the United Nations system with the aim of universal acceptance. II- The Rights to Peace as a Human Rights The statement that human rights are a prerequisite of peace can have a weaker or a stronger form. Vojin Dimitrijevic stated in his work “Human Rights and Peace” that it can be maintained that human rights are conducive to peace, but it can also be said that there is no peace without human rights. The latter statement can be interpreted as meaning that human rights are an indispensable condition for peace, which means that the separate value of peace cannot be attained without securing the separate value of human right,. However, the interpretation is also that peace cannot exist without human rights, where human rights are part of peace, where peace is defined by reference to human rights, and peace and human rights merge in one value cluster. (Dimitrijevic, Vojin, “Human Rights and Peace”, 1998, P. 80-83) The statement that there is a right to peace means that this right is already included in the catalogue of human rights or, rhetorically, that it must be immediately included in it. This right was solemnly proclaimed by the UN General Assembly in the Declaration on the Right of Peoples to Peace on 12 November 1984: The General Assembly, Recognizing that the maintenance of a peaceful life for peoples is the sacred duty of each State, 1. Solemnly proclaims that the people of our planet have a sacred right to peace; 2. Solemnly declares that the preservation of the right of peoples to peace and the promotion of its implementation constitute a funda¬mental obligation of each State. III- Human Rights as a Precondition for Peace Ac¬cording to Article 55 of the UN Charter, ‘universal respect for, and the observance of, human rights and fundamental freedoms ‘ is in¬strumental in ‘ the creation of conditions of stability and well-being which are necessary for peaceful and friendly relations among nations’. In its Preamble, the Universal Declaration of Human Rights lists, in the first place and before reasons related to justice, dignity and worth of the human being, the conviction of the General Assem¬bly that ‘recognition of the inherent dignity and the equal and inalienable rights of all members of the human family is the founda¬tion of freedom, justice and peace in the world’. Similar wording appears in the identical first paragraphs of the Preamble of the two International Covenants on Human Rights. (Ibid) The General Conference of UNESCO has been very fond of language indicating that ‘peace cannot consist solely in the absence of armed conflict but implies principally a process,”, of progress justice and mutual respect among the peoples I …I A peace founded on injustice and violation of human rights cannot last and leads inevitably to violence. IV- THE ROLE OF NGOS IN HEALING A HURTING WORLD : AGENDA FOR COOPERATION According to the study made by Caritas International that the nature of conflict has changed radically over the last fifty years particularly since the end of World War II. A drastic consequence of this change is the enormous effect that war has on civilian populations. In World War I (1914-18) the number of civilian casualties was estimated at about five percent of total casualties. During World War II (1939-45) the number rose to almost fifty percent of all casualties. The setting up of the United Nations immediately after World War II was, at least in part, an attempt to ensure that such large scale genocide could never again happen. It did happen again and there is still no guarantee that it will not happen again in the future. (Internationalis, Caritas, 1999, P 10 – 15) In Asian countries NGO and PVO’s have a long history of engagement in countries experiencing violent conflict and because of their long-term commitment and extensive in-country networks, they have considerable knowledge of local conditions and greater acceptability with indigenous populations than many national and international institutions. NGO and PVO’s strengths, particularly in conflict situations, lie in the fact that they are relatively independent, they are non-bureaucratic, they are well informed and well connected. NGOs and PVOs are involved with grassroots organisations encouraging participation in political, economic and social life. They have an inbuilt flexibility that allows them to be innovative with responses and, perhaps most important, they have a long-term perspective to their programmes. In Asia, NGOs and PVOs have been able to accomplish an enormous amount of good work because of the advantages they bring to conflict situations. Through humanitarian assistance in food, health and shelter, countless lives have been saved. Human rights advocacy has prevented repression, torture, detentions and deaths in many countries. Communities in post-conflict situations have been assisted towards rehabilitation and economic viability through reconstruction programmes. Many local agencies have acquired conflict resolution skills because of training interventions. V- NGOs and Civil Society Cooperation in Peace Building and Conflict Resolution In Indonesia and some other Asian countries NGOs and PVOs working primarily in humanitarian relief are becoming more and more aware of the need to incorporate a conflict resolution component into their regular programmes. In terms of a more comprehensive response by the international community to complex emergencies, this development is essential. Because of their work in relief aid, NGOs and PVOs have direct access to the victims of violence. In intra-state conflicts not only are civilians used by factions as legitimate targets of violence but they also target the social and cultural institutions which connect those people to their history, identity and lived values. NGOs and PVOs are in the good position to address the social impacts of conflict so necessary to conflict resolution at community level. Once their economic coping strategies have been removed, the most important coping mechanism for the victims of war is the social fabric of their society. The destruction of their traditional political and social institutions increases the sense of confusion, chaos, vulnerability and trauma among victims. (Internationalis, Caritas, Op Cit) The basic principles of international humanitarian law are formulated in various international conventions such as the Universal Declaration of Human Rights and the International Civil and Political Rights Covenant, which bind all signatory (member) states. We should be aware of the various documents within which international humanitarian law is enshrined, particularly in countries where laws are not adequate to guarantee the rights and security of its citizens. The following is a list of some of those laws that may be applicable. 1 Protection against Discrimination a- Universal Declaration of the United Nations on the Elimination of all Forms of Discrimination against Women b- Declaration on the Elimination of all Forms of Intolerance and Discrimination Based on Religion or One’s Convictions c- International Convention on the Elimination of All Forms of Racial Discrimination 2 Protection of Human Rights in the Administration of Justice a- Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment b- Minimum Standards for the Treatment of Prisoners c- Code of Conduct for Law-Enforcing Functionaries d- Basic Principles of the Independence of the Judiciary e- Basic Principles on the Function of Advocates f- Minimum Standards of the United Nations for the Administration of Justice to Minors g- Basic Principles of Justice for the Victims of Crimes and the Abuse of Power 3- Cooperation in Working with Internally Displaced People In Asian countries many local NGOs and PVOs work with internally displaced people (IDPs) during a conflict. Most of the work done at this stage focuses on various aspects of humanitarian assistance and normally includes the provision of shelter (camps), food, medicine, clothing, water and sanitation. Psychosocial response services may be needed as well as the development of coping mechanisms for war-affected people. In many cases, conflicts are not static. They can change in nature very quickly, so the NGOs activities need to be flexible enough to adapt to these changes. Relief work must continue and some pre-emptive reconciliation work can be done in refugee/IDP camps which have a reasonably stable population. This work can include preparation for peace through: 1- peace education; 2- the formation of peace committees; 3- working with local and traditional leaders; 4- building an indigenous capacity for coping with on-going conflict; 5- strengthening local institutions for conflict resolution; 6- exploring traditional and culturally appropriate reconciliation mechanisms; 7- conflict resolution training activities with camp residents and camp personnel; 8- collaboration in peace programmes of other NGOs; (Internationalis, Caritas, Op Cit) V-Cooperation in Strengthening Civil Society Based on some experiences in Asian communities that at all stages of the progress towards peace it is vital to strengthen civil society. Communities experience a disintegration of many of the state institutions necessary for the smooth transition to democracy and peaceful society. Reforms are necessary within the political, economic and legal institutions of the country. The community must prepare for and monitor elections. A spent economy needs to be revitalised and displaced people need rehabilitation. NGOs and PVOs can provide training facilities to help various elements of civil society in different activities such as : 1- actively advocating for necessary reforms; 2- voter education to counteract corruption and violence; 3- planning and implementing elections; 4- monitoring the democratic process and implementation of the peace accord; 5- restructuring the justice system; 6- working towards justice for victims; 7- participating in and assisting truth commissions. (Internationalis, Caritas, Op Cit) Some efforts in this fields are clearly underway. People to People, People to NGOs and NGOs to NGOs and other civil societies rejoinders to peace and human rights protection have brought successes in the case of peace accord and development and in the free election, like in Aceh, which should be further studied and developed. World Peace Forum 2008 and Interfaith Dialogue for Peace, Justice and Integrity. INTERFAITH DIALOGUE FOR PEACE, JUSTICE AND INTEGRITY : FUTURE AGENDA FOR COOPERATION. Drs. Habib Chirzin I- The Interfaith Dialogue New Agenda and Challenge. In the age of globalized human community and shrinking world, interfaith dialogue and action is no longer just commendable endeavor but a historical necessity. Dialogue is not mere communication of words, but a new way of understanding, thinking and reflecting on the religious belief of others and their meaning. The faith community now have to move further the agenda from inter-religious tolerance to understanding, acceptance, respect , celebration and action. Developing a new initiatives and agenda for cooperation are essential in our age of history. The interfaith community have been striving for just, peace and sustainable and humane society. The Interreligious Peace Colloquium (IRPC), in their conference held at Lisbon, Portugal, 7-11 November 1977 with the theme “The Changing World Order : Challenge to Our Faith” brought together adherents of the major world faiths who determine policy and make decisions at transnational levels, in the politics and economics, communication and education. Two years ealier in their initial conference in Bellagio, Italy on “The Food-Energy Crisis : Challenge to the World Faiths” in 1975. The Interreligious Peace Colloquium stated five crisis areas : a- the Energy Crisis, b- the Food Crisis, c- The Environmental Interdependence d- The Use of Resources e- Technological Interdependence The same crisis is still accouring after 30 years, in the different scale. The voice of misery across the globe are signs of the world’s leaders and faith community’s failure to address problems and provide alternative solutions to the plight of humanity and to the continuing destruction of the environment. The faith community have a responsibility to the world, to fellow human beings, to fellow creatures to make our earthly common residence a decent, dignified and peaceful one (Darussalam/abode of peace). II- The Interfaith Dialogue for Life and Humanization Issues relating interfaith, the dialogue among civilizations , ethnicity and cultural issues will complete in a world where food and energy crisis, ecological insecurity and global absolute poverty will add pressure to the need for development and change. From my personal engagement in the interfaith dialogue and action since 1976 initiated by 1- CCA-URM in Colombo, February 1976 on “the Consultation on Land”; 2- AFSC-SEAQIAR in Bali Sansi Sena Ashram on “The Impact of Development to the Rural Community” in July 1976; 3- ACFOD (Asian Cultural and Religious Forum on Development) : namely with a- INEB ( International Network of Engaged Buddhism – ASulak Sivaraksa), b- YMCA Chiengmai (DR. Vorakit- DR. Bunruem); c- OHD (Office of Human Development of National Bishop Conference of the Philippines – Bishop J X Labayen); d- Sarvodaya (Langka Jatika Sarvodaya Sangamaya – DR AT Aryaratne – DR. LG Hewage); e- Pesantren , KH Hammam Dja’far of Pabelan, Central Java; e- YBAM (Young Buddhist Association of Malaysia – Ng Book Hok, Taiping, Malaysia); f- BRAC (Bangadesh Rural Advancement Committee – Abed) and BAM (Brothers to all Man), Dhaka; NDS (National Development Service – Prasad Regmi) Kathmandu; the dialogue concerned about the responsibility and people of faith’s responses to the development. 4- National Bishop Conference of Brazil in Rio de Janeiro and Recife in 1979 (Arch Bishop Dom Helder Camara and DR. Francisco “Chico” Whitaker ), that by sharing peace culture, forgiveness, reconciliation and healing capacity among faith communities some are helped to move forward in their lives towards the creation of a more peaceful, just and humane society. Each faith community shared a genuine and unique experience in nurturing peace culture and development in their respectives countries and worth to listen and learn. III- Interfaith Dialogue for Peace : Global Ethic and Peace as Human Rights Dialogue will call for some basic parameters, ethics and common standards to be achieved. There is a need for a global ethic that transcends and governs interfaith relationships, dialogue and action. In the same time the interfaith community should also promote a human rights standards and mechanism for a common standard of achievement in peace, justice and integrity in the more globalized world. Human rights are conducive to peace, and there is no peace without human rights protection and promotion. Human rights are an indispensable condition for peace, which means that the separate value of peace can not be attained without securing the basic value of human rights. There is a right to peace means that this right is already included in the catalogue of human rights or that it must be immediately included in it. In the national, regional and international protection mechanism as wel as in the standards of interfaith dialogue, communication and action. This right to peace was solemnly proclaimed by the UN General Assembly in the Declaration on the Right of Peoples to Peace on 12 November 1984: The General Assembly, Recognizing that the maintenance of a peaceful life for peoples is the sacred duty of each State, 1. Solemnly proclaims that the people of our planet have a sacred right to peace; 2. Solemnly declares that the preservation of the right of peoples to peace and the promotion of its implementation constitute a funda¬mental obligation of each State. Ac¬cording to Article 55 of the UN Charter, ‘universal respect for, and the observance of, human rights and fundamental freedoms ‘ is in¬strumental in ‘ the creation of conditions of stability and well-being which are necessary for peaceful and friendly relations among nations’. In its Preamble, the Universal Declaration of Human Rights lists, in the first place and before reasons related to justice, dignity and worth of the human being, the conviction of the General Assem¬bly that ‘recognition of the inherent dignity and the equal and inalienable rights of all members of the human family is the founda¬tion of freedom, justice and peace in the world’. Similar wording appears in the identical first paragraphs of the Preamble of the two International Covenants on Human Rights. The General Conference of UNESCO has been very fond of language indicating that ‘peace cannot consist solely in the absence of armed conflict but implies principally a process,”, of progress justice and mutual respect among the peoples I …I A peace founded on injustice and violation of human rights cannot last and leads inevitably to violence. Dialogue and action should be a platform which enables the interfaith community to find ways to work together for the good of the respective religions and their communities, even for the nations, for humanity, and the universe as a whole. The way we conduct and develop the dialogue should stimulate a sense of mutual concern and a spirit of togetherness, a sensitiveness to the need of fellow human being and all creatures (rahmatan lil ‘alamien). The basic principles of international humanitarian law are formulated in various international conventions such as the Universal Declaration of Human Rights and the International Civil and Political Rights Covenant, which bind all signatory (member) states. We should be aware of the various documents within which international humanitarian law is enshrined, particularly in countries where laws are not adequate to guarantee the rights and security of its citizens. The following is a list of some of those laws that may be applicable in the protection and promotion of the rights to peace by interfaith community : a- The International Covenant on Civil and Political Rights b- The International Covenant on Economic, Social and Cultural Rights c- The Convention on the Elimination of all forms of Racial Discrimination d- The Convention on the Rights of the Child e- The Convention on the Elimination of all forms of Discrimination against Women f- Declaration on the Elimination of all Forms of Intolerance and Discrimination Based on Religion or One’s Convictions g- International Convention on the Elimination of All Forms of Racial Discrimination h- Convention against Torture and other Cruel, Inhuman or Degrading Treatment or Punishment i- The Convention Relating to the Status of Refugees. j- etc IV- Strengthening Peace Generation in the Interfaith Community To each age of history human kind, and faith community, have to give answer to life’s mysteries and challenges; yet they can never consider their answer as absolute and final. They must go beyond boundary of their possibilities in order to find them selves. This is their openness to the future which characterizes their innermost existence on the threshold between the vanishing to day and the newly appearing future. Human kind are creature of hope, peace and justice. And there for we have to develop more deeper, sincerer interfaith dialogue and action for human fulfillment, peace, justice and integrity (Mukhlishina lahuddin, hunafaa). Young people of different faiths and traditions involved in NGOs and PVOs in different parts of the world, have been able to accomplish an enormous amount of good work because of the advantages they bring to conflict situations in promoting peace culture and development. PSAP (the Center for Religion and Civilization Studies) of Muhammadiyah, have initiated a promising programe of Peace Generation and has launched a Manual Book with 12 Learning Books on Peace Education for the young genartion. This Peace Generation and other NGOs have been actively involving in the peace and conflict resolution training as well as social action. Through humanitarian assistance in food, health and shelter, countless lives have been saved by this kind of activities. Human rights advocacy has prevented repression, torture, detentions and deaths in many countries by the committede youth groups. Communities in post-conflict situations have been assisted towards rehabilitation and economic viability through reconstruction programmes. Many local agencies have acquired conflict resolution skills because of training interventions. In achieving the peaceful world sustainability the Dialogue among Civilizations being undertaken by the United Nations and related activities among religious and civil societies. With the United Nations declaring year 2001 as the “Year of Dialogue among Civilizations” there have been growing acknowledgement for such noble endeavors. The IYF2008 (International Youth Forum 2008) which is going on in Bandung, Indonesia, from June 23 t0 30, 2008, co-organized by PSAP and IofC (Initiative of Change) Indonesia, is also a great forum for such promotion of the Interfaith Dialogue and Action and also Dialogue among Civilizations, especially among the young generation for their common future. In Asian countries many local NGOs and PVOs work with internally displaced people (IDPs) during a conflict. Most of the work done at this stage focuses on various aspects of humanitarian assistance and normally includes the provision of shelter (camps), food, medicine, clothing, water and sanitation. Psychosocial response services may be needed as well as the development of coping mechanisms for war-affected people. In many cases, conflicts are not static and can change in nature very quickly; so the NGOs activities need to be flexible enough to adapt to these changes. Relief work must continue and some pre-emptive reconciliation work can be done in refugee/IDP camps which have a reasonably stable population. Peace Generation together with the different stake holders and it’s networks have been initiating some peace education and development activities. This work include preparation for peace, conflict prevention and sustainable development such as : 1- peace education for the youth and women groups ; 2- the formation of peace groups in the local community ; 3- working with local and traditional leaders (ulama and Pesantrens); 4- building an indigenous capacity for coping with conflict prevention ; 5- strengthening local institutions for conflict resolution and prevention; 6- exploring traditional and culturally appropriate reconciliation mechanisms; 7- collaboration in peace and development programmes of other NGOs and PVOs; 8- developing an effective network of interfaith action for peace and development. V – Strengthening the Peace Initiatives of World Peace Communities In conjuction with UN Millennium Summit, On August 28th through 31st of the year 2000, two thousand of the world’s prominent religious and spiritual leaders representing the many faith traditions, gathered at the United Nations for a Millennium World Peace Summit of Religious and Spiritual Leaders. The summit than established “The World Council of Religious Leaders, as an independent body, works to bring religious resources to support the work of the United Nations in our common quest for peace. WCRL is not an official part of the United Nations, nor does it have any status with the United Nations.” The establishment of the World Council of Religious Leaders was one of the stated goals of the Millennium World Peace Summit. The objective of this Council is to serve as a resource to the United Nations and its agencies around the world, nation states and other international organizations, offering the collective wisdom and resources of the faith traditions toward the resolution of critical global problems. Two years later, the launching of the World Council took place in Bangkok on June 12th-14th, 2002, at Buddhamonthon and at UNESCAP. Participants adopted a Charter that outlines key areas in which religious leaders can play an active role in reducing conflict and addressing the critical needs of humankind. Since than the World Council of Religious Leaders undertake initiatives that will assist the United Nations and its agencies by providing the spiritual resources of the world’s religious traditions in the prevention, resolution and healing of conflicts, and in addressing global social and environmental problems. By promoting the universal human values shared by all religious traditions and by uniting the human community for the creation of a more peaceful, just and sustainable world society. (World Council of Religious Leaders, 2008). The World Council of Religious Leaders, together with Parliament of the World Religions, WCRP (World Conference on Religion and Peace), Forum on Global Ethics and Religions and other global initiatives, including World Peace Forum (WPF) of the interfaith community for peace should develop a creative and new vision of collaboration to address the global crisis faced the world community to day. VI- Some Proposed Future Agenda for Cooperation The interfaith community now need more than ever a Global Forum for Interfaith Action for Peace. We need a forum which can nurture continuing discussion of ideas, beliefs, and visions of the future. An effort must be made to combine action with discussion and we have also to consider joint project and action. Some proposed future agenda for cooperation to be considered by the 2nd World Peace Forum : 1- Interfaith dialogue in more the globalized world faith community should be issue and action-oriented 2- The Interfaith Community should seek major involvement of women and young people in this dialogue for life and humanization 3- The World Peace Forum should strengthen the Peace Generation as it has been initiated by PSAP (Center for Religion and Civilization) of Muhammadiyah. 4- Interfaith dialogue must lead to specific proposals for interfaith cooperation. 5- The World Peace Forum plan a viable 3 (three years) programme : the organizations co-sponsoring this forum might plan and oversee a 3 years program of interfaith dialogue, action, study, action and meet biannually with focus on specific issues and area of concerns. etelah pembukaan International Conference on Social Islam 2020 oleh Ketua Majelis Wali Amanah UNISZA ( Universitas Islam Sultan Zainal Abidin) Terengganu, Malaysia; Prof. Dr. Nurmanuty, sahabat lama saya; dilakukan penanda tanganan MOA antara UNISZA dan IIIT. Kemudian Dato Seri Dr. Anwar Ibrahim, President Board of Trustee IIIT, menyampaikan keynote speechnya yang sangat inspiring. “International Conference on Social Islam 2020. Islamic Social Framework in the Context of Maqashid Syariah and Civil Society” ini menghadirkan 5 orang pembicara. Saya mengangkat model “Faith and Maqashid in Action. The Need for Futures Literacy”. Oleh karena Tajdid dan Ishlah mesti selalu futures oriented. Dan selalu melakukan kritik diri. Gerakan civil soviety menghadapi fenomena baru “global civil society” dengan problem “global good governance”. Juga berkembangnya “New Social Movement” yang bersifat multy sectoral multy stake holders dengan activitas public policy advocacy. Social Islam perlu terus mengembangkan relevansinya sebagai sebuah gerakan. To put text in the context. Ini sekaligus menjawab pertanyaan Ketua BPH UNISZA Prof. Nurmanuty ttg “Tathbiq Maqashid Syariah”, applikasi dan implementasi syariah di masyarkat. Juga pertanyaan Pak Anwar Ibrahim ttg apa Dampak dan Makna dari penerapan Masyarakat luas dan alam semesta. Dan memberikan bukti kpd Prof. Muhammad Abu Bakar yg sedang menulis buku “The Failure of Social Islam”… IIIT juga mendisplay sebagian buku-2 terbitannya.
